against annexation. He supports independence and not federal recognition.
(I have to note—again—that you can't just add up the two petitions—21,000 against annexation and 17,000 for restoring the monarchy—and say there were 38,000 signers. Because the second petition hasn't been recovered, we don't know how much overlap there may have been, and there very likely was at least some.)
