Native Hawaiian vote in Case-Akaka Senate race

A Star-Bulletin piece looking at the importance of independents in Ed Case's challenge to Daniel Akaka's Senate seat includes this:
Former Democratic Party of Hawaii Chairman Walter Heen said Case will have a hard time, though, attracting native Hawaiians and union members, the bulk of whom have associated with the Democratic Party.

The native Hawaiian bloc, Clegg said, could prove a significant factor in an Akaka win.

"He'll get the native Hawaiian vote," Heen said. "Dan is their icon."

Actually, I'm not even sure there is such a thing as the Native Hawaiian bloc. If Hawaiians were able to actually vote as a bloc, they could apply more electoral leverage, but I've never seem much evidence that Hawaiians vote in much of a pattern, much less as an organized bloc. And while they may have tended to be Democratic in the past, I think Lingle/Aiona have decent Native Hawaiian support.

However, when it comes to Akaka, Heen may be right. Akaka is Native Hawaiian himself, and has been a champion of Hawaiian issues from the Apology to the federal recognition bill informally bearing his name. One way I can see that Case might be able to get some Native Hawaiian votes away from Akaka would be to come out against the Akaka bill. Hawaiians for the bill are going to vote for Akaka anyway, and Case having the same position gives them no reason to prefer him. If Case's position would be different from Akaka's, then he would likely pick up the votes of those Hawaiians who are against the bill (and who vote at all). Of course, Case has already said he would continue the support of the bill if elected, and there's no chance of this happening, but I'm just sayin'...

Also, in the Advertiser story on this race, there's this:
"I know he wants to finish his Akaka bill, and out of respect for Danny Akaka and his dream for his people, to correct the wrong, he should be allowed to finish his mission," [Randall] Iwase said of a Native Hawaiian federal recognition bill.

Meanwhile, in the Maui News Gaby Gouveia has a letter saying OHA can't be trusted on the Akaka bill, and warning Hawaiians not to sign up with the Kau Inoa program. And suggests this idea to communicate with OHA: "I did use their business reply envelope to handwrite exactly what I felt about their form."
